Perhaps he's a construction worker or a sanitation worker. Maybe he's a real estate agent with government contracts. Or perhaps he's just exceedingly enthusiastic about waste disposal. Or maybe he's making a crude reference to his preferred time of day, following his morning coffee and an extended reading of the day's newspaper.
It's unclear what kind of "dump" this gentleman refers to, but wearing a T-shirt with this phrase is certainly an epic fail, regardless of the intent.
