The main reason you keep the extra 4 inches on all sides of the fabric is to let you know you have enough. While it's not error-resistant, you're less likely to run out of material on sides while pulling and stapling. Of course, if you notice that one end is a bit short, you can easily take out the pin and try again.

When you complete step 10, you will notice a lot of excess fabric hanging at the bottom of the chair. There is no need for this fabric, and you can easily cut it out without damaging the upholstery, pulling staples, or tearing it apart. It would help if you didn't want to cut so close to the staple item that the material starts fraying around. Therefore, it is best to keep at least an inch of fabric across the staple item.
