If you have to point out to random "friends" on Facebook that it's your birthday, then those people don't know you well enough to be giving you gifts, and especially not straight-up cash. We guess it can't hurt to try, though.
The best part is the message where they call this "friend" poor and then say they didn't mean to offend them. People aren't poor just because they don't want to send you money.
