It's difficult to tell for sure, but based on the explanation, it seems that it was past time for someone to stand up for the kids. Who knows how dangerous things kids might have gotten into if there was so much garbage in their yard. When we see levels of hoarding this bad (multiple houses occupied, other buildings stocked, etc. ), it's time to seek professional assistance. It's a sad case because, sadly, not everyone can get this kind of help, and it can be costly. Even just a cleanup crew without any psychological assistance would be prohibitively expensive.
