Although Kauai has not banned cities, it has imposed restrictions on constructing buildings taller than a palm tree. Consequently, you won't find any skyscrapers or a prominent skyline on the island.
The landscape remains largely unobstructed, with only the industrial port of Lihue resembling anything close to a city.
