Took Political Allies as Lovers

The relationships that Cleopatra developed with Julius Caesar and Mark Antony were not about love. While it's possible that she did come to care for them or even cared for them early in the relationships, that's not why she chose to pursue them. 

Cleopatra did everything for political and strategic gain, and she knew she needed allies in Rome. So, she took on the role of lover and mistress (or wife) and decided to draw in the most politically advantageous people that she could find at the time.
