Used Her Image as Political Tool
Since Cleopatra believed herself to be a goddess and she knew very well how much image could help with everything, she chose to portray herself as a goddess as frequently as possible, dressing as Isis at any special events.
It definitely worked as a political tool and drew even more people in. Though it actually seems to have worked in endearing people to her, as well.
